Why do we have employer funded 401k’s, but then worry about an overvalued total market?

So in the past 5 years, I've witnessed more and more younger people freely investing in the market. We also know that employers micro and macro have employee based 401k plans, some encouraging workers to contribute more for matching reasons. Our government basically encouraged everyone to invest in our economy. Enter index funds… especially total market funds like VTI…
If more and more people are investing in the total market, VOO reflects SP500 etc… aren't we just contributing to the overvaluation that so many analysts are pointing out? So we are encouraged to put our money into the "economy" but isn't this just creating a macro bubble… But why our are retirement plans put at risk?
