Need cash. Sell stocks with lower gains or sell stocks with higher gains first. Same sticker

Same symbol (company’s stock) and all long term cap gains. Some have negative gains, some have positive gains, some close to neutral. What’s the best strategy if you need cash of certain amount:

1) Sell stocks with large gains.

2) Sell stocks with small gains.

3) Try to keep total gain around 0 by balancing losses with gains.

I try to do 3, then 2, then 1 to minimize taxes due. Is this the right way to think about it? But on the other hand, if I go with 1 first, I would have to sell less stocks and retain more stocks in my account. What’s the best strategy?
