Mutual Fund Without Minimums For Non US Resident

Those outside the US: have some cash I have moved onto an IBKR account. Would really like to put this into a mutual fund of sorts. Seems to be a ridiculous minimum investment for anything I have looked at thus far. Not a small amount of money but not a large large amount either. Want something that is less risk prone then an ETF and allows me the freedom to deploy this money as I see fit without penalty. Is there anyway to do this without some kind of withdrawal penalty? Worst case can I lock up this money some how for a 1 year plus period? Was looking at the BlackRock ICS US Treasury Fund but obviously a shrimp like me does not quality. Right now this money is literally sitting there doing absolutely nothing. Again not an American; think tax haven like the Cayman Islands and you have the right idea…
