Hypothetical insider trading question

If company A's revenue heavily relied upon contracts with company B to distribute company B's product. Would it be illegal to take a short position in company A, buy company B and change distributors, causing company A's stock price fall upon announcement of the news. I'm not sure if this would be considered insider trading because the trade isn't made upon company A's internal information. Or does it violate some other law?
